A very early start to this thread ... but why not!
Three European teams lost WG II play-offs at the weekend, so there will be 16 teams in E-A Zone Group I in 2013, one more than this year. The other 15 will be as follows:

BLR (lost 0-5 to USA in Feb then 1-4 to SUI at the weekend, when Govortsova WR 72 played but Azarenka WR 1 & Yakimova WR 89 did not - nobody else in the top 250)
SLO (lost 0-5 to JPN in Feb, 0-5 to FRA at the weekend - only Hercog WR 37 & Rampre WR 152 in the top 250, 17yo Kolar just outside, Srebotnik a top doubles player)
Staying in Group I, shown in the order they finished in 2012
3= AUT POL 5= POR ROU 7= BUL HUN 9= CRO ISR 11 BIH 12= NED LUX

A lot can happen between now and then, but at first sight it doesn't look any worse than this year and if anything slightly better, especially since GB should be one of the top 4 seeds.

... and now with the new Fed Cup rankings out, the way the teams could be split into seeding bands if they are still in the same order after December, which I think they should be unless any of them played later in one of the last four years.

In an ideal world we would have someone come in to partner Heather in the doubles but unfortunately that's not an option. Therefore I think one big change from last year is that we will have two players doing all the work.
We will be favourites to win whichever group we end up in based on the seedings (maybe joint favourites if we draw Romania), but Belarus and especially Poland will be tough teams to beat.
I think it would favour us if Laura could sneak ahead of Heather in the rankings which determine team seedings so that Heather plays the second ranked opponents and Laura the first ranks opponents.

Anyone know when we can expect a team announcement and when the draw will be made?
Last year the team wasn't announced until quite late, I think it was 1st week in January and the draw was made in the second week. The comp though is one week later than last year so possibly these dates might be pushed back a week.
As per last year the team picks itself, but selection would get interesting if we were to make another playoff and Bally was fit gain.
I think unlike last year, this year will be a more difficult and tactical choice to make as to who makes the team. Laura and hev are by far our best doubles pairing and singles players as of now so our 3rd and 4th choice will be interesting. Although there is no doubt in my mind Anne will be in the team, I do feel as that South or Moore could more valuable to the team than say konta (not sure about her doubles ability) because of doubles. I have always believed that South in particular could be a very good doubles player than singles player and if she is healthy and injury free, she could be our 4th choice.

Tara & Annie played doubles together at the Barnstaple $75K, with wildly varying effectiveness.

JoKo can play good doubles and is arguably our 3rd best singles player, I will be absolutely gobsmacked beyond belief if JoKo isn't picked. JoKo doesn't play alot of doubles but she has a very good allcourt game. Mel sadly has gone backwards as both a singles player and a doubles player.
I watched Hev and Laura take Mel and Tara to the cleaners in doubles last year down in Nottingham.
Here is a list of the 4 best players each country has and therefore most likely will be picked for Fed Cup. I may have made a few mistakes and have overlooked a few players because as all you all know, the new WTA website isnt great and you can not select a ranking list of nationality so I have had to go through the ranking pages, scanning for players.
I think which has already been mentioned by Philwrig, the best and ideal group to be drawn into is Portugal, Bulgaria and Bosnia, but I do think and believe that we are favorites against all the other groups outside of group 1 anyway.

The only relevant changes between the above rankings and the year-end are:
NED (now 30) and POR (now 32) have swapped places as far as the above list is concerned.
BUL (now 39) CRO (now 40) and TUR (now 49) have all moved up one place, while LUX have moved down three places to 54.
None of these changes affect the seeding bands, which are still as in my original list.
