I get the impression, he wasn't one of the LTA's best appointments - which could be why he tended to stay and move up as others left.

Well I will say this, at least the LTA tried a different theory regarding bringing in foreign coaches. The previous regimes had failed using home grown talent so it was worth a shot. British swimming has boomed under a foreign coaching team.
It seems to me that the LTA are now trying a different formula with regards to nurturing a younger group of coaches who have been trained up by the likes of Annacone. Time will tell how succesful that might be.
