This sounds like a cool idea - the USTA are running sixteen (up to) 256-player pre-pre-qualifying events for the USO in an attempt to make it seem completely 'Open' - the ultimate prize for one of the c. 4000 entrants will be a wild card into qualifying for the US Open itself.
Wimbledon did have pre-qualifying from 1983 to 2003. In the later years numbers were restricted to ranked players and LTA choices, but I vaguely recall in earlier years that you could just turn up (and presumably pay a fee) to take part to win one of 4 qualifying WCs, and some park players did do so. The big difference was the lack of publicity, so most people weren't aware of the possibility or didn't want to travel to London on a weekday.
The US scheme looks more democratic though - and I don't associate the LTA or Wimbledon with democracy!
Lack of publicity often seems to be the biggest failing with stuff like that - the US Open seems to have got that bit right, it's all over Twitter for a start, and getting a former Winter Olympic star to say he'll play probably wasn't a bad move!
