Since as you say, Anne should be winning v a qualifier, surely the best option is that she plays a non Brit Qulaifier, and if Mel and / or Elena get through they get a winnable tie elsewhere.

Although it is a reasonable draw Glatch is a big threat. Since Anne last won a match Alexa has beaten two players ranked inside or around 100 who both beat Anne on US hard courts earlier this year. Alexa has the form, momentum and crowd with her, and the advantage of having won a match here before. On the other hand the fact Alexa played Katie will help Anne's preparation. Anne cannot complain about her draw but I am not very optimistic that she will win.
