He's 22 and once had a doubles ranking point, back in 2005. Unfortunately the ITF activity tab hasn't been working today so that's all I know.

He did. I don't use ITF much for recent results. A far better option (although they don't have head-to-heads) is Coretennis. It's faster, plus stores results from every sort of tournament - 12 and under to men's!
